Payroll outsourcing companies: shortlist by operating model, not brand awareness
Search results mix payroll software, general accountants, specialist UK bureaux, employment platforms and companies offering outsourced teams. Before requesting a price, decide which of the following you actually want:
| Buying requirement | Better starting point | What you still need to confirm |
|---|---|---|
| Our own staff will run payroll | Software-led provider | Internal skills, licence, updates and support |
| We need routine calculations done for us | Payroll bureau | Cut-offs, change checks, RTI and query routes |
| We need a recurring accountable payroll process | Managed payroll partner | Approval matrix, assigned support, reports and exceptions |
| We manage payroll for many client companies | White-label specialist | Client ownership, permissions, confidentiality and pricing |
| We have workers in multiple countries | International payroll provider | UK PAYE scope versus EOR and cross-border services |
A “top ten payroll companies” article is not useful unless the companies are compared against a real buyer brief. This page deliberately does not publish invented customer ratings, unverified accreditations, or a sponsored ranking disguised as independent research.
A 100-point provider scorecard you can actually use
Score each item 0–5 (0 = no evidence; 5 = strong evidence) and multiply by the category weight divided by five. Keep notes and source documents for the shortlist.
| Category | Weight | Evidence to request |
|---|---|---|
| Accuracy and controls | 25 | Example anonymised variance pack, correction policy, peer review steps |
| Relevant experience | 20 | Comparable workforce cases, references with consent, named payroll expertise |
| Data security | 20 | DPA, access controls, retention, subprocessors, incident route |
| Service and resilience | 15 | Cover plan, support hours, cut-offs, escalation and continuity procedure |
| Total cost | 10 | First-year and recurring cost with all exceptions shown |
| Migration and exit | 10 | YTD migration process, data return format and exit fees |
A provider scoring 5/5 in design and sales demos but 1/5 in payroll controls is not a sensible shortlist winner. The scoring method is editorial guidance, not independent verification of any named supplier.
Seven questions worth asking in the demonstration
- Show an anonymised review pack with joiner/leaver changes and an unusual deduction. Who signs it off?
- How do you identify a duplicate payroll ID or missing YTD tax figures during migration?
- When two managers give conflicting overtime instructions, who can override whom?
- Show the pay-run timetable for our real pay dates, including public holidays.
- Which RTI and pension outputs are in the base fee, and who remains responsible for each?
- What is the incident procedure if a payslip is sent to the wrong recipient or a file is lost?
- How do we retrieve all of our payroll data in a usable format if we leave after 12 months?
A procurement exercise that can be completed in a week
Day 1: document employee count, pay frequencies, PAYE entities, pension schemes, software interfaces and unusual pay items. Day 2: send exactly the same brief to three relevant providers. Days 3–4: review written scope, exclusions, sample outputs and the processing agreement. Day 5: run a demonstration against two representative pay-run scenarios, then compare scorecards and implementation dates.
A buyer also needs a business-continuity answer: what happens if the named payroll specialist is absent or the input file is late? A vague response about “dedicated support” is not an operational procedure.
Read competitor pages without mistaking their claims for evidence
For research, you can inspect service descriptions at ADP UK, Moorepay and PayFit. These links are not endorsements, objective rankings or claims that those companies offer identical services. You must verify the terms and capabilities directly with each provider.
This guide is issued by a prospective service business with a commercial interest in the sector. We are not an independent review publisher, and no competitor has paid for a position here. Compare the cost checklist, security requirements and migration guide before proceeding.
